ITS system on Cam Lam – Vinh Hao highway

Cam Lam – Vinh Hao Expressway is the first component project on the North – South Eastern Expressway axis to own a modern intelligent transportation system – ITS to improve operational efficiency. As a pioneer in applying intelligent transportation systems (ITS) in the management and operation of domestic traffic infrastructure works, Deo Ca Group constantly improves the effectiveness of ITS application through human resource training, investment in modern equipment, updating and mastering technology. What is ITS? ITS is a system serving the management and operation of traffic infrastructure works, designed to allow monitoring, detecting and handling traffic incidents quickly, optimizing operational efficiency, ensuring smooth, safe, efficient, convenient and environmentally friendly traffic. Thanks to the system of data storage - analysis, monitoring and interoperability of devices, traffic incidents can be identified early, detected and timely handling measures can be activated with consistent scenarios, shortening the handling time and minimizing the risk of congestion and traffic insecurity. ITS includes many components such as electrical systems, lighting, ventilation fans, fire prevention and fighting systems, surveillance and incident detection cameras, electronic traffic signs and signal lights, loudspeaker systems, radios/walkie-talkies, and inter-route ETC toll collection systems with open inputs... ITS is a part of the expressway project, aiming to enhance the connectivity between traffic participants, vehicles and infrastructure. In particular, the camera system on the route is equipped with surveillance cameras and cameras integrated with a vehicle detection system (VDS). These types of cameras use the most advanced specialized AI image processing technology and are also supported by peripheral devices such as infrared, radar, etc. PTZ cameras can rotate 360 degrees, ensuring full line observation without blind spots; VDS cameras are integrated with AI with functions such as vehicle classification, license plate recognition, detection and warning of incidents such as speeding, traffic congestion, stopped vehicles, going in the wrong lane, going in the opposite direction, objects falling on the road, etc. Images of vehicles will be collected and synthesized through cameras installed along the line and transmitted in real time to the smart control center, while integrating the use of artificial intelligence to support the process of monitoring, tracking, operating and making decisions when traffic situations arise. Inside the tunnel, ITS is linked to the electromechanical system (fire protection, jet fans, lighting, monitoring sensors, etc.) and plays a special role in situations where serious incidents such as fire and explosion need to be handled. ITS also provides traffic information directly to road users, helping them grasp the traffic situation as quickly as possible. Electronic traffic signs provide information on traffic conditions, incidents, and other traffic conditions, helping drivers adjust their journeys appropriately. Mr. Nguyen Viet Huy - Deputy Director of the Vietnam Expressway Administration affirmed that ITS application helps improve safety, management efficiency and operation of traffic works. "The ITS operating system includes both hardware and software, in which the software connects devices together to handle incidents in a connected and synchronous manner. ITS allows faster incident handling thanks to the ability to monitor and analyze remotely through cameras and monitoring screens. Without an intelligent traffic system, it must be monitored by patrolling and controlling. When an incident occurs, timely detection is limited," Mr. Nguyen Viet Huy emphasized. Reducing traffic congestion and improving the efficiency of the transport system also contributes to reducing environmental pollution. Vehicles do not need to stop at toll stations, helping to reduce emissions and save fuel. In addition, ITS helps the operation management unit record information and recommendations for managing operating equipment for maintenance and repair, supporting authorities in handling traffic safety violations through data collected and provided by the system. The first expressway with ITS Cam Lam - Vinh Hao Expressway is the first component project on the North - South Eastern Expressway axis to own a modern ITS, invested by a consortium of investors led by Deo Ca Group to complete ITS synchronously with the route and put into synchronous operation as soon as the expressway begins to be exploited. ITS at Cam Lam - Vinh Hao Expressway is integrated with both the road and tunnel sections, with ITS equipment clusters operating on renewable energy using solar battery technology and

On the route, there is a 2.2km long Nui Vung tunnel, with a scale of three lanes, a tunnel width of 14m, phase 1 using a right tunnel, two-way traffic. This is the fourth largest road tunnel in the country after Hai Van, Deo Ca and Cu Mong tunnels implemented by Deo Ca Group. To implement the project, the joint venture contractor had to overcome many difficulties in a place with a hot climate all year round, having to pull electricity and water from areas with difficult and complicated terrain... The time of project implementation was also when the Covid-19 epidemic broke out strongly, but with the spirit of working "through the night, through holidays, through the epidemic", Deo Ca Group increased recruitment and training of local human resources, made efforts to mobilize thousands of personnel, machinery, equipment, and arranged project construction teams. Overcoming the "pandemic storm", the project is facing a "material price storm", the project management board has proactively proposed to supplement the material mine according to a special mechanism, combined with the use of agricultural land, using timely tunneling stone sources to serve the construction. Implementing the Prime Minister's direction with the spirit of "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", "only working, not talking about retreating" ... the Deo Ca - 194 investor consortium led by Deo Ca Group and construction contractors have gradually overcome difficulties, applying the initiative of the fake reverse arch method to overcome weak geology. At the same time, organize scientific construction, control project progress and costs with new technologies such as biometric facial recognition for personnel management, electronic scales for material control, BIM technology for quality management, and increase construction teams to compensate for progress. After 30 months of construction, the expressway was officially approved on April 26, 2024 to serve the increased demand during the holidays. This is an expressway with an Intelligent Transportation System (ITS), temporary rest stops on the route and an operational management team that has been completed synchronously with the project. In particular, ITS equipment clusters and cameras along the route are arranged to operate on solar energy, saving power consumption, reducing costs and protecting the environment. The ITS system includes surveillance cameras (CCTV) and incident detection, UHF radio information system and loudspeakers (PA, digital transmission (DTS), electronic information boards and signal lights (VMS & SS), Tunnel Control Center... This system is a part of the expressway project, aiming to enhance the connectivity between people, vehicles and expressway infrastructure to optimize operational efficiency, ensure smooth, safe, efficient, convenient and environmentally friendly traffic, especially meaningful in handling incident situations. The camera system on the route is equipped with two types: surveillance cameras (CCTV) and cameras integrated with vehicle detection systems (VDS). These types of cameras use the most advanced specialized AI image processing technology and are also supported by peripheral devices such as infrared and radar. PTZ cameras can rotate 360 degrees, ensuring full-line observation without blind spots; VDS cameras are integrated AI has functions such as vehicle classification, license plate recognition, detection and warning of incidents such as speeding, traffic congestion, stopped vehicles, wrong lane driving, going in the wrong direction, and objects falling on the road. In addition, the project investor proactively spent money to build temporary rest stops along the route to serve people for free while waiting for the Ministry of Transport to approve the investment in building an official rest stop. The temporary rest stop was built in just 20 days, arranged clean restrooms, pulled grid power, installed air conditioners, and drilled a nearly 300m deep water well to overcome difficulties in water sources for operating the rest stop.

Vinh Hao – Phan Thiet Expressway at risk of ‘flooding’ progress

The Ministry of Transport (MOT) said that if the exploitation of the roadbed soil mines is not extended in time, the Vinh Hao - Phan Thiet expressway section will hardly be completed by April 30. The Ministry of Transport has just sent an urgent dispatch to the Government regarding the extension of the exploitation time of the soil mines for the Vinh Hao - Phan Thiet expressway project, part of the North - South expressway project phase 1. The Vinh Hao - Phan Thiet expressway is at risk of not being completed by April 30 due to the expiration of the soil mining license. According to the Ministry of Transport, the soil mines serving the construction of the North - South expressway, including the Vinh Hao - Phan Thiet section, are subject to a special mechanism, and contractors are allowed to exploit them until they have enough volume to supply the project. After that, Binh Thuan province licensed the exploitation of 6 soil mines serving the project with an exploitation period until December 10, 2022 - according to the initial schedule of the expressway construction contracts. However, during the recent construction period, due to some objective reasons, such as the impact of the COVID-19 pandemic and heavy rain, the construction packages had to be extended until April 30, 2023. Therefore, the exploitation period of the soil mines also had to be extended. The contractors directly exploiting the mines have not fully understood the processes and procedures; have not anticipated objective factors, so the application for extension of the mining license is slow (must be extended 45 days before the expiration date of the license). As a result, the People's Committee of Binh Thuan province has not yet implemented the extension. The Ministry of Natural Resources and Environment commented on the above content that the extension of material mines is under the authority of the Government. Currently, the contractors constructing the Vinh Hao - Phan Thiet expressway need about 920,000m3 of soil to fill the roadbed. Due to the expiration of the soil mines, from December 10, 2022 to now, the contractors have not had soil materials for construction; Machinery, equipment, and labor mobilized at the construction site must stop and wait, causing waste. The Ministry of Transport said that with the remaining construction volume, from the beginning of March, there will be fill soil and contractors will continue to construct, the Vinh Hao - Phan Thiet expressway section can only be completed on April 30, 2023. Therefore, the Ministry of Transport proposed that the Prime Minister consider approving the inclusion in the Resolution of the regular Government meeting in February 2023 of a number of measures to remove difficulties in extending the mining license for the project, the license term until the completion of the project; allowing contractors to exploit soil mines for the project while waiting for the license extension. The Vinh Hao - Phan Thiet expressway project is more than 100km long, with a total investment of over 10,853 billion VND, from public investment capital. The project started construction in September 2020, with the goal of completion before April 30. Features that make VMS more advanced than ever

VMS or video management system is an important part of video surveillance. This article explores what some of the user needs are and what new and unique features VMS offers to meet the user needs. In a video surveillance system, VMS is a must-have. It stores, manages, and analyzes video data recorded by network cameras. The demand for video surveillance systems has also driven the growth of VMS. According to MarketsandMarkets, the video management system market size is expected to grow from US$10.9 billion in 2022 to US$31 billion in 2027, at a CAGR of 23.1% during this period. ADVANCED FEATURES AND FUNCTIONS Today's VMS are no longer just simple recording software. They have become smarter and smarter to meet the increasingly complex video surveillance needs of users. Some of the user needs are: video analytics for various tasks, namely AI video analytics and custom AI analytics; tools for rapid investigation and retrieval of recorded video evidence, that is, intelligent search; integration of video surveillance with other security systems; and unified remote access and monitoring of distributed systems, including video surveillance, alarm processing, health monitoring, and centralized reporting,” said Alan Ataev, CEO of AxxonSoft. “AI video analytics can be provided through seamless integration within the VMS – this means that AI video analytics is part of the VMS functionality or is provided by integrated third-party modules/plugins.” That said, there are certain new and unique features in today’s VMSs to meet different user needs. These are discussed below. VIDEO MOTION DETECTION Increasingly, VMSs feature video motion detection (VMD), whereby recording only starts when triggered by motion-based events. This has certain benefits, such as saving on bandwidth consumption and storage space. “Motion detection Video is now a standard feature of most VMs and cameras. A more modern approach is AI-based detection of specific objects, such as people/vehicles, which helps filter out false alarms. Recording is based on standard motion detection set to high sensitivity, which reduces the probability of missing something important to almost zero. You can also combine VMD-based recording with AI-based real-time alerts, and linking these alerts to video footage will help find the necessary episodes faster,” says Ataev. AI ANALYTICS VMS can now integrate with a variety of analytics. “Analytics can help narrow down specific vehicles, people, and other objects using advanced metadata, and can even be trained to monitor business processes such as production flow and productivity. In this way, a modern analytics-enabled VMS can go beyond safety and security and also deliver a return on investment by minimizing the commonly accepted business losses. Many modern analytics cameras offer a number of these benefits and capabilities, and you can also purchase integrated or third-party packages. A modern VMS should be able to offer both approaches, allowing customers to choose the options that are best for their own application and simplifying the implementation of these analytics,” said Tom Buckley, Co-Founder of Qumulex. SMART SEARCH Meanwhile, smart search significantly reduces the time it takes to search for video and makes the job of operators/investigators much easier and more efficient. “The basic principle of smart search is to apply video analytics to generate metadata (scene descriptions) from the video feed as it is recorded. This metadata is stored in a dedicated database and is linked to the video footage. Once you set search criteria, the VMS quickly analyzes the metadata and retrieves video files that match your search query,” Ataev says. “Advanced VMS offer multi-criteria search capabilities: you can search by criteria such as crossing a road, entering and exiting an area, as well as the size, color, type, and speed of moving objects. AI-based search tools are also available; for example, they include searching by recognized faces and license plates and searching for objects that look similar across multiple cameras.” He adds, “Some systems offer intelligent search for third-party video: you can

Urgently collect non-stop tolls on highways

According to VTV.vn – Expressways across the country are in the final stages of putting non-stop toll collection services into use. Before the deadline set by the Government to complete the non-stop toll collection system on expressways by the end of July, recently, the Vietnam Expressway Corporation (VEC) has selected a contractor to lease the service and committed to ensuring the schedule. Thus, expressways across the country are in the final stages of putting non-stop toll collection services into use, contributing to ensuring transparency and efficiency in toll collection activities. After bidding, VEC has selected a contractor to lease non-stop toll collection services on all 4 expressways including: Cau Gie - Ninh Binh, Ho Chi Minh City - Long Thanh - Dau Giay, Noi Bai - Lao Cai and Da Nang - Quang Ngai. The expected time to apply non-stop toll collection is 5 years. Ho Chi Minh City - Long Thanh - Dau Giay Expressway. (Photo: PLO) Faced with the pressure of an installation time of just over 1 month, the service provider affirmed that it will mobilize all its resources in terms of equipment and human resources. "We will focus on the best personnel to directly manage and implement the project and resolve any arising problems. Secondly, regarding the equipment issue, we have also diversified the supply sources and are ready to accept air transport to meet the schedule," affirmed Mr. Nguyen The Minh, Vice Chairman of the Board of Directors of Tasco Joint Stock Company. The winning bidder for the service rental is the unit with the lowest bid. Meanwhile, the implementation time is very urgent. Having resolved the problems that have lasted for many years, this is the time that requires VEC to take responsibility with the contractor to ensure the progress and quality of the non-stop automatic toll collection system. “VEC has established a steering committee and a working group to implement all four expressways to meet the requirements from now until July 30, especially the two gateway routes to two major cities, Cau Gie - Ninh Binh and Ho Chi Minh City - Long Thanh - Dau Giay,” said Mr. Nguyen Van Nhi, Deputy General Director of the Vietnam Expressway Corporation. There is only more than a month left to complete the huge amount of work, so both the investor, VEC, and the contractor leasing the non-stop toll collection service will have to set a daily schedule, because people and businesses are waiting to use this modern and civilized toll collection method on key expressways across the country.
